The film deals with the story of the flying guillotine, a dreaded weapon that was created to eliminate Manchu Emperor Yung Cheng's political enemies. The film gives an insight into the training of the imperial assassins to handle this deadly weapon perfectly.

Ricky is one of the assassins who is sent to kill one of his own kind for the order of the Emperor.
